Can’t you just see it? Davros made the Daleks to get revenge on the world for a lack of wheelchair access ramps.

Can’t Daleks hover? I feel like they did at one point.

Of course they can hover ever since Remembrance of the Daleks, but this is from the Doctor Who Set.  The hovering is generally done in post.  In real life, the dalek still has to go around the set on wheels, and wait in line with the rest of the crew and actors.
